I've seen other criticism on this forum about the council mission system, and I agree with the sentiment that it's easy to miss the missions and they feel a little underwhelming. So you have to evaluate your councilors with the understanding that you'll be throwing away two-thirds of what they're offering you. This is made even trickier by how the tech tree works - a major feature of the councilors you're choosing is that they each offer two tier 1 techs for research, but you'll only be able to research two tier 1s over the course of the game. Even though I already had experience playing the PICO-8 version, it felt unpleasant to start making optimization decisions before I had even seen the map or colonized my first planet.
SLIPWAYS PICO8 PLUS
The Slipways council selection asks you to make 5 interconnected decisions (3 councilors plus 2 perks), and since some combinations have better synergy than others, it's quite easy to make a "wrong" decision here.

As a contrast, in Civilization you make one major decision (what civ/leader to play as) before starting the game, and there isn't a "wrong" answer so you're free to pick based on aesthetics or a brief summary instead of a close analysis of the civ's ingame mechanics. The variety of combinations available, plus the perk combinations, mean that I'm being asked to make a lot of important and potentially game-breaking decisions before I've even started playing the game. I don't really like the pre-game council selection as it currently exists. However, there were a few points where the demo felt a bit rockier than the PICO-8 version. I also love how clustering Successful planets helps them turn Prosperous and it's incredibly satisfying to build up a galactic core of Prosperous planets. The failure conditions for low happiness/money are great for ending a 'bad run' early and keeping the game on track, and they make the higher difficulties more tense right away which is fun. In general I love all the new techs, constructions, planets, resources and features.

I have a couple points of feedback on the demo's differences with the PICO-8 version.

SLIPWAYS PICO8 FULL
I was thrilled to see the Steam demo of the full game pop up in my feed not long after! I'm having a blast with the game and it'll certainly be a day 1 purchase for me. Hi! I found the PICO-8 version of Slipways earlier this week and was immediately hooked.
